인터넷은 일상생활 속에서 필수적이 도구로 자리매김되고 있다. 더구나 다양한 매체를 통하여 의사소통을 하는 최근의 현상 속에서 활동제약이 있는 고령자·장애인에게는 더욱 그 필요성이 증가한다. 그러나 멀티미디어 기술의 발달로 인하여 웹의 표현이 다양화 되고 화려함을 추구하게 됨으로써 장애를 가진 사람들에게는 오히려 접근이 어려워지고 있는 것이 현실이다. 본 논문에서는 이려한 점을 고려하여 시각장애인을 대상으로 설문조사 등의 결과를 기초로 웹 이용의 특성을 파악하고 일상생활 속에서의 웹의 영향과 웹 접근성 향상을 위한 제고방안에 대하여 고찰하였다. 설문조사 대상자는 의도표집으로 41명의 시각장애인을 선정하여 웹 접근방법을 기준으로 세 개의 집단으로 나누어 조사하였다. 조사내용을 분석하기 위하여 웹 사용성에 대한 인식, 사용, 교육의 세 범주로 구분하여 각각 개인적 측면, 물리적 측면, 환경적 측면에 대하여 고찰하였다. 실태조사의 분석결과, 시각장애인의 웹 사용의 접근권 보장, 보조도구 활용 등의 정보화교육의 강화, 웹 표준의 준수, 웹 접근성에 대한 인지도 확산, 웹 접근성 관련 법·제도적 개선 등이 도출되었다.

영어 초록

With the spread of computer, the progress of Information and Communication Technology in the late 1990s, web is widely used on the whole area of politics, economy, society, culture. In these situation, people with visual impairment of 74.2% of about seventeen thousand are experiencing great inconveniences in web site approach. It restricts chances for education, chances for vocational selection and chances for cultural life through web, finally will be able to set a limit to quality of life.
For that reason web accessible actual condition investigation and improvement against people with visual impairment is needed. The purpose of this study was to investigate local government's web sites to examine to be made for people with visual impairment to be able to approach web sites, to investigate the problem and improvement which appears when people with visual impairment actually using web.
This study investigated web accessible actual condition of people with visual impairment by using survey. The investigation object person followed in the method which web approaches, it shared with 3 groups; 1st group using screen reader, 2nd group using screen magnifier or the method of other, 3rd group not using the method of other.
This study shows the following result.
First, this study selected and investigated 3 items which are deep relation web accessibility in 10 items of ‘the automatic prosecuting attorney item statistical report’ which comes out executing the KADO-WAH. The result which it investigated, the local government web sites which all observes 3 items was not one, it followed in item and it was visible a each different observance ratio with following in item.
Second, this study will lead that people with visual impairment is necessary informational education using the web approach tool, web accessibility for the use which is smooth, guaranteeing the right against a web use.
Third, people with visual impairment want improvements of web; simplification of the main screen in the web structure side, big letter size, distinguishing color, useless graphic or Pop-up's limit in the web design side, accessibility of screen reader in supportive device, development and budget support of supportive device, magnification in the national side.
