이 논문은 S. Strange의 지식구조 개념과 R. Cox의 패권이론을 적용하여 WTO TRIPs(Trade- Related Aspects of Intellectual Property Rights)와 같은 국제 지적재산권 제도가 생명공학 부문에서 미국의 지식 패권을 뒷받침하는 구조적 권력이라는 점을 밝히고 있다. 이를 위해 이 논문은 미국이 의해 주도한 TRIPs의 형성과정을 분석하였다. 정보기술에 이은 새로운 선도 산업으로 부상하고 있는 생명공학 부문에서 이러한 국제 지적재산권 제도는 미국의 우수한 기초과학 연구능력과 효율적인 기술혁신 제도와 함께 미국이 글로벌 생명공학의 패권을 유지하는 데 기여하고 있다고 분석된다.
영어 초록
This paper explains that international IPRs(intellectual property rights) institutions such as TRIPs work as structural power to support the global knowledge hegemony of the United States in global biotechnology. The theoretical framework is based on S. Strange's knowledge structure concept and R. Cox's hegemony theory. For the explanation, this paper examines the formative process of TRIPs(Trade-Related Aspects of Intellectual Property Rights) led by the United States. In global biotechnology sector, a new global leading technology, the international IPRs institutions, together with superior basic research capabilities and efficient technology innovation mechanisms within the United States, contribute to maintaining the global leadership of the United States in biotechnology sector.Key Words: knowledge, power, knowledge hegemony, IPRs, biotechnology, TRIPs
