이 글은 장애의 사회적 모델에 대한 비판과 논쟁을 살펴봄으로써 사회적 모델의 의미와 한계를검토하는 것이다. 사회적 모델이 우리사회에 소개된 후 그것은 거역할 수 없는 새로운 패러다임으
로, 장애인 정책과 실천이 발 디뎌야 할 정론으로 자리 잡아 왔다. 이제 장애인 당사자들의 정치세
력화, 차별금지법으로 대표되는 법령의 제정 등은 우리사회에서도 더 이상 새롭지 않다. 그러므로
사회적 모델이 우리에게 준 것은 무엇이고 줄 수 없었던 것은 무엇인지, 장애학과 장애인운동이 지
향해야 하는 앞으로의 과제는 무엇인지에 대한 논의가 필요한 시점이다. 이 논의는 그동안 우리가
교리로 삼아왔던 사회적 모델의 의미와 한계를 재검토하는 것에서 시작될 수 있다.
이 글은 문헌연구를 통해 사회적 모델의 핵심주제에 대한 논쟁을 정리하였다. 핵심주제란 손상
과 장애를 분리하는 장애의 개념정의 문제와 소수자로서의 장애인 정체성에 기초한 정체성의 정치
문제다. 장애문제를 사회적, 문화적으로 다루는 것이 손상이 갖는 의미를 축소하는 것이어서는 안
되며, 소수자로서의 정체성에서도 다른 소수자들과는 다른 ‘손상’의 특수성이 고려되어야 한다는
것, 소수자 연대를 추구하는 정체성의 정치가 제한된 사회적 자원에 대한 장애인의 실질적 이해관
계와 상충하지 않는지에 대한 고려가 필요하다는 것 등을 논의하였다. 끝으로 장애문제의 복합성을
설명하는 최근의 이론들을 통해 장애학의 나아갈 방향을 논의하였다.
영어 초록
The purpose of this study is to examine the meaning and limitations of social model as a disabilitytheory by reviewing the dispute over the disability definition and the politics of identity. After the social
model was imported to our society, it has an irresistible force as a new paradigm which has to be pursued
by the policies and practices for the disabled. As we see, now the organized societies of the disabled are
developing rapidly, and the anti-discrimination law was enacted in Korea. The purposes that social model
have pursued over the 20 years become accomplished. Now is the time to review what are the meaning
and limitations of social model for new coordinates finding.
This article focuses on two topics. First, the disability definition of social model failed to explain the
personal experiences of the disabled. This limitation is caused by separating disability from impairments
conceptually. Second, the politics of identity as oppressed and excluded minority may provoke to expel
the approach of the non-disabled paradoxically. So ideal disability theory has to include multi factors of
disability issues, which is the reason why the multi-perspective approach to disability theory including
biological, psychological, social-structural and cultural factors is needed now.
