1.The System and Background of Senior Civil Service System
The Senior Civil Service system may be said to be a system in which some senior civil officials in the national public service system are separately managed by distinguishing them from mid- to low-ranking public officials. As it is a place that has a great influence on administrative decisions, the system was implemented because management of senior civil officials was important. Korea's Senior Civil Service system went into effect on July 1, 2006. Before the system was introduced, the vocational civil service system, which was based on the performance system, was used. Therefore, before the introduction of the system, Senior Civil were appointed only within the ministry. In this course, a man was promoted according to seniority and was appointed without any separate training or verification procedures. Being a public official evaluates ability by performance system.
