영국에 새로운 통치체제로서 절대주의 국가가 탄생하게 된 것은 헨리 8세 치세 동안의 일이었다. Perry Anderson,『절대주의 국가의 역사(Lineage of the Absolutist State)』, 김현일 외 역 (서울: 소나무, 1996), p.126. 이 시기에 이루어진 절대주의 국가의 제도상의 성과는 G. R. Elton, The Tudor Revolution in Government: Administrative Changes in the Reign of Henry VIII(Cambridge: Cambridge University Press, 1979)을 참조하라. 그러나 그 뒤 에드워드 6세와 메리 여왕 시절에는 궁정 지배권을 둘러싼 제후(諸侯)들의 갈등과 종교적 위기로 인해 튜더 왕조의 정치적 안정과 권위가 급속하게 줄어들었다. 다시 영국이 강력한 통치체제를 갖추게 된 것은 엘리자베스 치세 동안의 일이었으며, 이는 여왕 즉위 당시의 무질서를 몰아내고 백성들의 사회적 행위에 보다 더 엄밀한 통제권을 행사할 필요성에 기인한 것이었다.
