한국어 초록
본 연구는 학생들의 학업성취도에 영향을 미치는 요인들을 기존의 학교수준에서 탐색하는 것에머물렀던 관심을 확장하여 교육행정기관 수준에서 탐색해보고자 하였다. 이에 에듀데이터서비스에서
제공받은 자료를 활용하여 178개 교육지원청 수준에서 기초학력향상에 영향을 주는 결정요인들을
탐색하였다. 교육지원청의 교육력 효과를 분석하기 위하여 독립변인을 학교특성 변인, 교사특성 변
인, 교육과정 변인, 재정특성 변인, 학교 간 편차 변인으로 구성하였다.
연구결과, 첫째, 학교특성에서 방과후학교 지원율은 초등학교의 보통학력 이상의 학업성취와 초등
학교와 중학교의 기초학력 향상에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 교사특성에서 기
간제교사의 비율이 높을수록, 그리고 초빙교사의 비율이 높을수록 초등학교의 학업성취에 부정적인
영향을 미치는 것으로 나타났다. 셋째, 교육과정에서는 교과교실제 운영 학교비율이 높을수록 학생
들의 학업성취에 부정적인 반면, 자율학교 지정 학교비율이 높을수록 긍정적인 영향을 미치는 것으
로 나타났다. 넷째, 재정특성에서 학생 1인당 교육비가 증가할수록 초등학교의 기초학력 향상에 긍
정적인 영향을 미치며 중학교는 보통학력 이상 도달비율과 기초학력 향상에 긍정적인 영향을 미치
는 것으로 나타났다. 또한 교육지원청 내 학교들 간 학생 1인당 교육비의 편차가 클수록 교육지원청
수준에서 학업성취도에 부정적인 영향을 미치는 것으로 나타났다.
영어 초록
This study was performed to explore factors that affect students' academic achievement atthe educational administration agency-level by extending what had been studied at the
school-level. we analyzed the data received from EDSS to find the factors to improve basic
academic achievement with 178 district offices of education. In this study, the independent
variables for the five regions were set and they were the school characteristic variables, teacher
characteristics, curriculum variables, financial characteristics, and inter-school variation variables
As a result, the higher the percentage of students receiving financial support for after-school
in the school characteristic variables, the percentage of schools assigned to autonomous schools
in curriculum variables, and per-pupil expenditure in financial characteristics were showed, they
had positive effect on the academic achievement. But the higher the percentage of
contract-based teachers and invited teachers, the percentage of schools operating subject
classroom, and inter-school variation for per-pupil expenditure in district office of education
were showed, had negative effect on the academic achievement.
