1997년 국내에 처음으로 사이버 캠퍼스가 시작된 이래 현재 65개 대학교에서 단독으로 또는 컨소시엄 형태로 가상대학을 운영하고 있다. 아직 그 효과를 측정하기에는 이른 시기이고 충분한 준비를 하지 못하고 시작한 가상대학이지만, 성공적인 운영을 위해서 가상대학의 기본 철학과 유형, 성공적인 가상대학 구현을 위한 고려 사항을 중점적으로 고찰해 보고자 한다. 특히, 성공적인 가상대학을 위한 사항으로는 핵심적인 교육 컨텐트와 이 교육 컨텐트를 개발, 이용, 운영하는 세 그룹, 즉 교수자/연수자 그룹, 학습자/사용자 그룹, 개발자/운영자 그룹이 있으며, 이들 세 그룹이 효율적으로 작용하기 위해서는 지원체제가 필요하며 이 지원 체제는 정보 차원의 지원과 학교 차원의 지원, 그리고 기술적이고 경제적인 차원에서의 지원이 있다.

영어 초록

Cyber university programs, conceived in 1977, are now being operated in Korea by 65 universities. In education our tendency has been to employ new media or technology without proper planning or careful study. In the process of employing new technology, we have learned many thins through trial- and- error, but we have never learned all the thins we should learn. We have never fully developed and medium or technology for utilization in an educational setting before chasing after a not her new medium. Starting cyber university programs has been no exception. Again, we have an untes ted and unfamillar technolog y in our hands. It is known to be a very power ful tool with tremendous potentialities. This time, we must succeed in using this medium. An evaluation of the Korean cyber university programs may be premature after only three years of operation. It is not too early, however, to examine the factors that are influencing the successful operation of cyber university programs. This studytries to identify those factors by seeking answers to three questions : What are the important major elements of the cyber university? Do we need Traditional university structure and personnel to operate the cyber university? What kinds of support do we need? Educational content is identified as the coreelement of the successful cyber university.Three interfacing groups critical to the succcessful operation of the cyber university are identified: teacher / trainer group, student / user gr oup, and developer/ operator group. Eachgroup has its own characteristics and need.Educational content and the set hree groups need governmental support, institution a l support, financial support, and technical support. When any of the see lementsis missing,the successful operation of cyber university program scan not be expected.
