오늘날 급격하고도 빠르게 변화하는 불안정 시대의 흐름 속에서 현대 교회
가 안고 있는 외적인 문제는 교회 성장의 정체 현상이 일어나고 있다는 것이
다. 교회 성장의 정체 현상이 생기는 문제의 원인은 그리스도인들 개개인이
하나님의 사역에 부름 받았다는 사실을 견고하게 붙잡지 못하고 있기 때문이
다. 현대교회의 평신도들은 하나님 교회의 일원이 되어서 자신의 신앙적 체험
과 배우고 생각하는 방식에 따라서 나름대로의 최선을 다하여 교회를 섬긴다.
그러나 초대교회 성도들은 하나님의 백성으로 부름 받은 사실과 하나님께서
주신 소명에 철저히 헌신 되었었다는 점에서 볼 때에, 현대 교회 성도들과 비
교된다. 이러한 점에서 오늘날 현대교회가 가지는 두 가지 고민이 있다. 그것
은 바로 성도를 사역자로 세우는 일과 사역자로 만들기 위하여 어떻게 훈련시
킬 것인가에 대한 고민이다.
본 연구자는 이에 전적으로 동의함과 동시에 특히 불신 청년들에게 복음을
전하는 것이 쉽지 않은 현대 교회의 모습을 보게 된다. 특히 1988년 서울 올림
픽을 시점으로 불신자 전도가 상대적으로 정체 또는 답보 되어 교회성장에 활
력소를 잃어가게 되었다. 올림픽을 통해 국가적인 측면에서 경제적, 정치적,
사회적으로 성숙된 국가라는 이미지와 물질 문명적 측면에서 선진국가로 진
입하는 것을 상징적으로 보여주는 계기가 되었지만, 한국 교회의 영적 건강성
은 빛을 잃게 되었다. 이는 곧 불신자 전도, 그 중에 특히 청년 전도가 어렵게
되었다는 것을 지금 교회는 보여주고 있는 것이다. 이것이􀀀 21세기 한국 교회
의 현 주소이다.
이러한 상황에도 불구하고 20대 청년들이 예수그리스도를 구주로 영접하
고 그리스도의 충성스런 군사가 되는 놀라운 구원의 역사가 날마다 일어나는
곳이 있다. 바로 한국의 군대라고 하는 사회이다. 하나님은 군대 안에 있는 이
들을 위하여 동양권에서는 유일하게 군종목사 제도를 허락하여 주셨다. 대한
민국의 건강한 신체를 가진 청년이라면 누구나 군에 입대하여 군 생활을 하게
된다. 따라서 군종목사들은 이 제도를 통하여 민, 군 신자들과 함께 마음껏 전
도활동을 할 수 있게 되었다. 그러므로 이러한 제도를 잘 활용할 수만 있다면
한국의 많은 젊은이들을 하나님 앞으로 인도할 수 있을 것이다. 물론 여기에
비전을 가진 선교 전략이 있어야 함은 두말할 나위가 없다.
그런 의미에서 군 신앙 극대화 운동은 다양한 부대의 특성과 상황에 맞는
선교 전략이 절대적으로 필요하다. 왜냐하면 현제 군 환경은 기독교, 천주교,
불교의 3개 종파가 자신들의 종교적 영역을 넓히기 위한 경쟁적 현장으로 되
어가고 있기 때문이다. 지금은 원불교에서도 군종장교 T.O를 확보하여 활발
하게 포교 활동을 전개하고 있다. 그런 의미에서 군 선교는 이제 더 이상 우
리에게는 황금어장으로 보기 보다는 점차 치열한 영적 전투장으로 변해가고
있다.
그럼에도 불구하고 우리 기독교 입장에서의 더 큰 문제는 병사대비 군종목
사들의 충원수가 현격하게 부족하다는 것이다. 현재 매년 20여만 명의 젊은이
들이 군에 입대한다. 그러나 이러한 젊은이들을 섬겨야 할 현역 군목은 일천
여 곳의 예배당 대비 280여명에 불과하다. 이러한 현역 군종목사의 절대 부족
현상은 군 선교의 전초기지인 대대 급 이하 교회에는 군종목사 편제가 사실상
불가능 하게 되었고 이로 인해 군 복음화 전략에 막대한 악영향을 주게 되었
다. 따라서 이로 인한 대대 급 이하 군인 교회의 체계적인 양육과 신세대 장병
들을 위한 교육 프로그램은 미약한 실정이며 이 같은 상황 속에서 군 복음화
의 실질적인 내실을 기하기란 현실적으로는 불가능하다. 지금은 부족한 사역
자들의 효과적인 선교사역을 감당 할 전문화된 일반 군 선교 교역자의 지원이
절대적으로 필요하다. 그러나 이러한 군 선교 교역자 파송조차도 지금으로서
는 부족한 실정이며, 이를 위한 뚜렷한 대안도 아직 마련되어 있지 않다는데
그 심각성이 점점 커지고 있다.
그러나 우리는 한국교회의 계속적인 성장을 하나님의 분명한 뜻이라고 믿
는다. 그러므로 본 논문은 이러한 배경 하에서 한국교회의 전초기지인 군대
내 대대 급 이하의 군 복음화 문제를 극복하여 주님의 지상명령을 감당하며,
한국교회의 계속적인 성장회복을 위한 대안으로 군대 내 평신도 사역자를 통
한 군 신앙 극대화 방안을 제시한다. 제시하고자 하는 방안의 구체적 대안으
로서 기독사관생도 제자훈련을 통한 군 복음화 전략이 필요하다. 왜냐하면 병
사들과의 직접적인 관계 속에서 초급 장교들의 중요성을 생각해 볼 때에 미래
의 평신도 지도자인 기독 사관생도가 차지하고 있는 위치와 중요성이 매우 크
기 때문이다. 그러나 지금까지는 기독 사관생도에 대해 주어진 군 복음화 운
동에 대한 관심은 전무한 실정이었다. 따라서 미래의 군 선교 전략 면에서 볼
때 고넬료와 같은 주님의 제자가 될 기독 사관생도에 대한 멘토링훈련의 필요
성이 제기되어지고 있다.
본 논문의 연구 목적은 미래의 기독장교들에게 멘토링 훈련을 시켜서 이들
을 통한 군 복음화의 실질적인 효과를 이루자는 것이다. 왜냐하면 이 방법만
이 현역 군종목사와 군종병이 없는 열악한 조건하에서 대대급 이하 군인 교
회에 군 복음화를 이룰 수 있는 실질적이고도 최선의 방법이 되기 때문이다.
따라서 본 논문에서는 아래와 같이 몇 가지의 중요한 사항을 목적을 삼고자
한다.
첫째, 병영 생활 속에서의 군 복음화 사역이다. 지금까지는 군종장교 및 군
종사병 중심의 사역이었지만 앞으로는 군의 초급 지휘자로 예비 소대장 자원
인 기독사관생도들을 제자훈련 시켜 병영 내의 평신도 사역자로서 정예 요원
으로 삼아 군 복음화에 초석을 이루고자 하는 데 그 목적이 있다.
둘째, 현재 예배 중심적이고 형식적인 군인교회 종교 활동에서 소대장과
소대원이라는 특수 관계 즉 멘토와 멘티의 관계를 형성함으로써 사도행전의
초대교회의 모습을 재현하고, 신앙적인 부분뿐만 아니라, 삶 속에서의 적용을
통해 군내에서의 평신도 제자를 양성하는 한편 전역 후에도 사회에서 그리스
도의 제자로써 사명을 감당하도록 하는데 그 목적이 있다.
따라서 본 연구자는 멘토링 훈련을 통하여 전군의 대대 급 이하 부대에 중
간지도자인 소대장과 40여명의 소대원들이 멘토와 멘티의 관계를 형성하여
초대교회와 같은 놀라운 부흥의 역사가 일어나기를 기대해 본다.

영어 초록

In the midst of the rapidly changing and uncertain times, the
modern churches are facing the problem of stagnation of growth.
The root cause of this problem of stagnation in growth is because
individual christians are not firm in their belief that they have
been called to participate in the ministry of God. The ordinary
believers of the modern church try serve their best in their own
ways according to the method they experienced, learned and
thought of faith as part of the church. However, considering the
fact that the believers in the early churches were totally committed
to their calling as the people of God, it is hard not to compare this
to the modern day believers. Today, the modern churches have two
major concerns. They are how to develop these believers to
become ministers of faith and the method of training them.
The writer of this paper totally agrees with this but sees the
modern churches where it is not easy to spread the gospel
especially to the non-believing youths. In particular, as of Seoul
Olympics in 1988, evangelism to non-believers has relatively
stopped or reduced, losing the momentum of church growth. The
event itself gave off the country image to be mature in terms of
economical, political and social aspects and was a symbolic event
for Korea to take a step forward to becoming an advanced country
in terms of material and cultural aspects but the spiritual
healthiness of the Korean churches lose their lights. This can be
seen in the fact that evangelism to non-believers, and especially to
youths has become difficult. This is the reality of the Korean
churches in the 21st century.
Despite these situation, there is a place where astounding
miracle of salvation is occurring everyday, where youths in their
twenties are accepting Jesus Christ as their savior to become
faithful soldiers. It is the army in Korea. God had permitted the
system of chaplains in Korea for those in the army, and we are the
only country that has such a system in Asia. Any youth with a
healthy body in Korea enters the army and serves in the army.
Therefore the chaplains have the chance to do as much evangelism
activities as they want with the civil and army believers through
this system. Therefore, if this system is well utilized, many youths
in Korea can be lead to God. Of course, there is no question that
an evangelism strategy with vision is needed.
In this sense, army evangelism movement absolutely requires
evangelism strategy that is in accordance with the characteristics
and situation of various units. The reason behind this is because
the army currently has an environment where the three religions
of christianity, catholic, and buddhism are competing to expand
their religious realm. The Won-Buddhism is also actively pursuing
activities to attract believers by securing T.O for chaplain officers.
Therefore, the army ministry is no longer a golden pond but is
turning into a spiritual battlefield.
However, despite this, the larger problem for the christian
perspective is the lack of the number of chaplains compared to the
soldiers. Every year, 200,000 or so youths enter the army. However,
there are only 200 or so chaplains that serve these youths
compared to one thousand church halls. Such absolute lack of
chaplains has made having chaplains in churches in smaller units
than a battalion almost impossible, causing much negative
influence in the strategy of army evangelism. Therefore, there is
no training program for the new generation soldiers nor systematic
training for churches in units smaller than battalion, making it
impossible for army evangelism. There is an urgent need for the
support of public army missionaries that can take on effective
ministry for the insufficiency. However, the seriousness of the
issue is made more profound by the fact that even such dispatch of
army missionaries are insufficient, and there are no clear
alternatives.
However, we believe that the continuous growth of the Korean
church is a clear will of God. Therefore this study claims the need
to achieve army evangelism movement through utilizing lay
missionaries as an alternative for continuous recovery of growth of
the Korean church and to take on the order of God to overcome
the problem of army evangelism in units smaller than battalion.
For this alternative, christian cadets need the army evangelism
strategy through discipleship training. Considering the importance
of status of lower level officers in the direct relationship with the
soldiers, status and importance of the christian cadets, the future
leaders, are very impor tant. However, until now, there was
virtually no interest in the army evangelism movement from the
christian cadets. However, considering the future strategy of army
evangelism, the need to have discipleship training for christian
cadets to become disciples such as Cornelius is being raised.
Therefore, the purpose of this study is to train the christian
cadets, who are to become platoon commanders, as mentoring to
achieve actual effect of army evangelism. This is the only method
to realistically achieve army evangelism in a disadvantageous
environment where there is no chaplains or chaplain soldiers.
Hence, this study states the following few points as its important
purposes.
First, army evangelism in the barrack life. Until now, the
ministry was centered around chaplain officers and soldiers, but in
the future, by conducting mentoring training on christian cadets
who will later become platoon commanders, the purpose is to
achieve the stepping stone for army evangelism.
Second, by forming a special relationship of mentor and mentee
between the commander and his subordinates in the relious
activiteis of formal army church which is very much worshiporiented,
the church of Acts can be realized to train the lay
disciples not only in religious aspects but also through applying in
everyday life to enable the lay disciples to act as the disciples of
Christ even after their discharge from the army.
Therefore, the writer of this study hopes that through theÄ
mentoring training of christian cadets, in the military academy but
the commanders of middle level in the units smaller than battalion
as well as the soldiers of 40 or so in each unit can form a
relationship of mentor and mentee to enable the astounding revival
just like the early churches.
